Set the budget. Your team picks the plan.
WorkPlan helps employers offer health benefits through a CHOICE Arrangement. You choose a monthly allowance. Each employee chooses coverage that fits their life.
The CHOICE Arrangement is the federal program formerly called ICHRA. The rules are the same. The name is new.
Works for teams of any size, starting with one employee.
Sketch your budget
Enter your own numbers. Nothing here is saved or sent until you choose to.
Add your employee count and a monthly allowance to see your yearly budget.
Illustrative arithmetic only. Assumes the same number of employees take part either way.
No minimum headcount
An employer with one employee can offer a CHOICE Arrangement as its health benefit.
No participation minimum
You do not need a set share of your team to enroll before you can offer it.
Your budget stays yours
You set the allowance. Renewals no longer reset your cost for you.
From first call to first enrollment
Three steps. You set the money. A national licensed agency does the enrollment work for your employees, and WorkPlan is there to help along the way.
-
Set your allowance
Pick a monthly amount. You can use different amounts for different classes of employees, such as full time and part time.
-
Employees compare and enroll
Your employees compare individual market plans on the platform. A national licensed agency that WorkPlan assigns to your account does the enrollment work for them, from plan questions to signing up.
-
Concierge help for owners and HR
A WorkPlan concierge answers questions from owners and HR, from how to set your allowance to how to count income for affordability to how to get a new hire started. One place to ask, and a real person answers.
Who this is built for
Employers with 1 to 100 employees
From a team of one to a team of one hundred, the same structure works. At 50 or more full time equivalent employees, federal rules also require an affordable offer of coverage, and a CHOICE Arrangement can meet that requirement when it is funded at an affordable level.
Teams with turnover or several locations
New hire classes and location classes let you adjust the allowance without rebuilding your whole plan each time your team changes.
Small teams turned away by group plans
Group carriers often require a minimum number of enrolled employees. A CHOICE Arrangement has no such floor, so a team of four can offer a real benefit.

Questions employers ask first
Is a CHOICE Arrangement the same as an ICHRA?
Yes. Federal agencies began using the name CHOICE Arrangement in September 2026. The rules and mechanics have not changed.
Do I need a minimum number of employees?
No. An employer with one employee can offer a CHOICE Arrangement as its only health benefit. If you offer a group plan to one class and an allowance to another, a minimum class size can apply. Offering the allowance only to employees hired after a date you choose is exempt from that minimum.
Can current employees pick the allowance instead of our group plan?
Not one by one. You assign people to classes, and employees within the same class cannot choose between the two. You can change which classes you offer, or move everyone to the allowance.
What if an employee does not want the allowance?
Employees can decline an offered allowance. Whether they can claim a premium tax credit instead depends on whether the offer is affordable. The assigned agency and your tax advisor can explain how that applies to your team.
Does WorkPlan recommend plans to my employees?
No. The national licensed agency assigned to your account does that. WorkPlan provides the platform, education, and concierge support.
Is this legal or tax advice?
No. The information on this site is educational. Talk with your own legal and tax advisors before making decisions for your business.
